Payment Systems

The payment systems of the Central Bank of Montenegro enable the execution and settlement of payment transactions between participants in accordance with established rules, procedures and technical standards.

The payment infrastructure of the Central Bank of Montenegro consists of three payment systems:

  • RTGS system (Real Time Gross Settlement) – system executing individual payment transactions between participants at a gross principle in real time. In the RTGS system, payment transactions in the amount of EUR 3,000.00 or more are mandatorilyprocessed, as well as other transactions prescribed by the system rules. Payment transactions in the amount lower than 3,000.00 euros may be processed within the RTGS system at a payment service user’s request.
  • DNS system (Deferred Net Settlement) - system for performing interbank payment transactions in amount lower than EUR 3,000.00 processed on a net principle on a deferred time basis.
  • IPS system (Instant Payment System) – system for processing instant credit transfers, payment transactions in real time, enabling their execution and final settlement within just a few seconds, 24 hours a day, seven days a week, throughout the year (24/7/365). The IPS is based on the TIPS Clone infrastructure, developed following the model of the Euro system’s TIPS (TARGET Instant Payment Settlement) system, and commenced operations on 20 July 2026.

Participation in the payment systems is based on a contractual arrangement and requires compliance with the regulatory and technical requirements established by the Central Bank of Montenegro.

Some of the most important technical standards and solutions used in the Payment System:

  • Domestic validation module used in paying public revenues;
  • MX format of payment and non-payment messages (ISO 20022);
  • SWIFT bank identification codes, known as BIC codes;
  • IBAN standard in construction of accounts;
  • IP/MPLS VPN Extranet communication network of the CBCG.
